To help the members, my church has a couple of small groups. Right now we’re pretty small; our average attendance is 70. We’ve got a men’s only small group, and all of our ministry teams (i.e. production, worship, front door, etc.) double as small groups due to their size.
As the congregation grows we add more groups so that newcomers have ways to connect outside of Sunday services.
The reason for my comment at Tim Stevens’ Blog was because at my home church, there were dozens of small groups, but very little community outreach. Instead of being avenues for the unchurched to mingle with church people, they reinforced our “Christian bubble”. Especially when people started competing to see how many groups they could be in. I finally asked my pastor, “What’s the point? These groups were supposed to encourage us to invite people who would never set foot in a church, instead, we’re all just hanging out with each other even more.”
